37PFL9604 does not turn ON

sorry for my poor english, i' m french, nobody is perfect !
My Tv 37PFL9604 wont turn on, i try what is explain in the manuel, but it still Off...
Any idear ??

there should be a red or withe led blinking if you try to power the TV, does that happen?
you can try to plug out the power cable and reconnect it, the you should see some blinking
