No full screen: HDMI connection between laptop to TV

Hello,

I just bought a new Philips 37 PFL4606H LCD and i have a viewing problem while im connecting my laptop to TV.

My laptop is DELL Studio 17.
The connection between the 2 devices is HDMI cable.

the problem: evrything looking good apart the fact that im having like a fat black frame all over the desktop\movie\etc..
I can't watch a real full screen on the t.v. It always have this black frame.

How can I fix it???

Hours over hours im trying to find out how to disable the over/underscan..
This options DOES NOT exist in this ATI CATALYST CONTROL CENTER!!

Please!! someone can help how to fix this annoying problem???

I tried every idea I can think about including the Philips unscaled format. PC mode is on as well..
