I think they mean that you call the official Philips support in your country...
it's no hardware issue.
it will be fixed via software, but it's not a normal software update for users.
you must contact the philips support and they will make a contact to your local workshop to fix the problem.
your tv must be send in for the update.

Great news for all of you still having this issue!... Dave just told me that from firmware 140.34 on, the dark backlight bands are gone!
So no longer is a special update needed. Just use firmware 140.34 and beyond!... ;)
