On a TV in help menu it's wrote:
    Windows -1252 (CP-1252)
    -superset of iso 8859-1
    -western europe
    (latin script or alphabet)

    I got character ž and đ in subtitles but I don't have character č and ć.

There you have the solution: the TV does not support your desired character set.

As far as I remember, this was asked several times on the forum already (with different desired character sets, like greek, hebrew, polish etc.), and so far there are no plans to include additional character sets.
