3D will not work
I have a 46PFL4508T/12 I have tested both PTA508 and 518 3D glases and it will not work. Wrong with glases or TV?
I don't have the same model, or even one from the same year, but when I play 3D content via PS3 or PC the TV shows a pop-up saying something like "3D content is available. Would you like to start viewing in 3D?".
This pop-up only shows up once per session (turning the TV off will result in a new pop-up, while stopping and restarting 3D without turning off will not).
Do you get a pop-up like that?
If you don't, then I think the TV doesn't recognize the content as 3D. You could force the TV to show 3D by going through the menu (I'm not sure where it is) and turn on 3D and choose one format (side by side/top-bottom).
The other problem could be with the glasses. They are active and as such, have a battery installed (not removable). Though these should last quite a while (months without use, 30-40 hours of constant use), they should be charged when first using them.
There's a small light on the inside of the glasses to indicate its status.

I have an issue where at longer distance the sync signal to the glasses is lost causing them to turn off.
Try this: does it work when standing very near the TV ?
I found this by coincidence walking past the tv with the glasses on while testing....
using PTA519 glasses here.
Ah, I've been using the PTA 516 (on-board battery pack and USB charged).
The PTA519 has an CR 2032 thumb-nail (disc) battery that's removable in the center of the glasses.
What distance/angle are you trying to watch? I'd expect the glasses to work at distances less than.. say 3-4 meters. Mine work at that distance and will lose connection when I try to watch from 6 or so meters away. Either the distance or combined with the odd/extreme angle 60-70 degree (0 degree being in front of the TV) causes the loss off connection.
This is usually preceded by a short half-sync before blipping to 'off'.
Both the PTA516 and the PTA519 are IR-connected glasses, meaning a direct line of sight with the TV is required for them to operate properly. Mirrors and other very reflecting surfaces may cause disturbances with the signal. Usually the IR-sender on the TV is built in at the bottom or in one of the corners of the bezel, so you may want to check if there's anything blocking the signal.
