PTA-01 WiFi, I've Windows drivers :)
You can use your PTA-01 on Windows. Inside, there is Atheros AR9271. You can find it here:
http://www.atheros.cz/atheros-wireless-drivers.php
Just manually install driver, and if ask that it's not correct driver, say Yes.

Since, this stick connects (windows) at 150Mbps on my router (Tp-Link TL-WR941ND, 300Mbps), and over Philips TV only at 65Mbps (42PFL7606H/12), I would say that problem is mainly at Philips firmware, not our routers.
